   This is NOT the first time Lee has run on water, he’s been doing it in some of the fillers as well. It’s like some of you guys already said: he can control the chakra inside his body, he just doesn’t have the ability to actually rerlease it, rendering him unable to use ninjutsu or genjutsu. This leaves only taijutsu, which also relies on controling chakra, but not on releasing it.

    I’m pretty sure they said he wasn’t proficient in ninjutsu or genjutsu but it doesn’t matter, i’m pretty sure chakra concentration is a taijutsu technically. Then again maybe he has just learned some since the original series.

    Lee could always use chakra, The gates are ‘forcibly opened with chakra.’ If he can control the flow of chakra through his body, who’s to say he can’t push it out of his feet. He just can’t mold it into any elemental forms to use ninjutsu.
