I wouldn’t go so far to say that “he is a creation of orichimaru”, I think he is more or less a failed experiment of orochimaru seeing as he can’t use “THAT” power to the same level as the predecessor could, and with Orochimaru thinking he is dead it will be interesting to see how the story unfolds.
